At the EReg Plenary Board Meeting & Annual Conference of 2011 it was decided to start up a new Topic Group on the exchange of information concerning Certificates of Conformity (CoC).
At that time several countries like Germany and the Netherlands were busy with the migration of their vehicle registration process from a type approval based registration towards a CoC based vehicle registration. Type approval data contain for some elements ranges instead of exact values like the CoC. A vehicle registration based on type approval information is therefore not always exactly reflecting reality. However to obtain CoC information various problems were encountered by the Member States:
On 3 November 2011 the Topic Group was officially installed in cooperation with the Type Approval Authority Meeting (TAAM). Chairman of the Topic Group is Finland (Mr Marko Sinerkari).
Since the installation of the Topic Group a lot has happened. First of all the group started the definition of a structured electronic CoC XML-format. Via this standard format the information can be easily electronically exchanged. In addition a preferred exchange model has been selected by the Topic Group. This model describes the way the CoC information can be distributed by the manufacturers via the Type Approval Authorities to the Registration Authorities. Also checks have been defined by the Topic Group to check the CoC information, among others against the respective Type Approval information.
Already in an early stage the ideas have been discussed with the European Commission. The provision for a CoC in electronic format can be found in article 37 of the new Framework Regulation on approval and market surveillance of motor vehicles and their trailers, and of systems, components and separate technical units intended for such vehicles which will replace directive 2007/46/EC. ACEA and ACEM are involved in the Topic Group meetings as well. It goes without saying that especially the manufacturers can benefit from a more smooth running process of CoC information exchange. EUCARIS is involved as platform to be used for the information exchange.
